Exposing PCAP-NG symbols outside of wiretap/pcapng.c

Hi,

In trying to deal with piping pcap-ng into Wireshark, I think I have
to move a bunch of symbols out of wiretap/pcapng.c into
wiretap/pcapng.h ...

Does anyone have any problems with me doing that? There are also some
hard-coded constants in wiretap/pcapng.c (for byte-swap detection
magic) that I want to turn into symbols as well.
