Presumably this is the same issue as the one discussed here:
https://ask.wireshark.org/questions/55394/wireshark-220-freezes-during-first-start-after-each-reboot
and here:
https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=12845

Uninstalling USBPcap (if you use it) or removing your proprietary extcap
tool (if any) should allow Wireshark to start.
