        egrep KERB config.h

$ egrep KERB config.h

OK, so:

        1) it thinks you have MIT Kerberos but not Heimdal Kerberos available;

        apt list --installed | egrep krb5

        ...

krb5-multidev/xenial-updates,now 1.13.2+dfsg-5ubuntu2 amd64 [installed,automatic]

        2) you appear to have the MIT Kerberos development libraries installed:

although that's described as "Development files for MIT Kerberos without Heimdal conflict" - hopefully that doesn't mean "sorry, we 
can't actually give you krb5.h, as there's a conflict with Heimdal".

        pkg-config --list-all | egrep krb5

mit-krb5-gssapi                mit-krb5-gssapi - Kerberos implementation of the GSSAPI
mit-krb5                       mit-krb5 - An implementation of Kerberos network authentication

what does

        pig-config --cflags mit-krb5

print?

I've been assuming you mean pkg-config and not pig...

$ pkg-config --cflags mit-krb5
-isystem /usr/include/mit-krb5
