You expected it to work on an OS that doesn't ship Python 3? (rdar://46193294 "Please ship Python 3 as well as Python 2" was closed as a dupe of rdar://48299929, which is marked as closed with no indication of the resolution - "Code modified", "Not to be fixed", or something else.)
