It would seem to indicate that flathub is a repository for Windows
Apps that work under Wine.

That page displays README.md, which says

        Flathub is the central place for building and hosting Flatpak builds.

and says nothing about Windows or Wine.

has a README.md that talks a lot about non-Windows things.

which isn't Flathub or Flatpak, it's a project to package Windows applications to run on Linux with Wine as Flatpak 
packages.

So, no, Flatpak isn't for Windows applications, it's for applications packaged for Linux.  *Wine*pak is for using 
Flatpak to package up Windows applications to run with Wine on Linux.
