In this case, the change has to happen in docbook/release_notes.adoc.

I will update them accordingly, so it appears amended for 3.2.

Doesn't seem worthy of a new entry in Bugzilla.

In my opinion the best place would be the review system (currently
Gerrit). That is, update the NEWS,
commit and push the update for review.
