that 1703 was the first to come with 4.7 pre-installed.

I have Windows 10 enterprise N
Version 1511
OS Build 10586.0



Oh.  A very old and unsupported (by MS) version of Win 10. See here for
lifecycle info:

And 1511 came with .Net 4.6.1, hence the issue with installing VS 2019.
