A box is only as secure as the admin makes it.  I guess you can argue what
IP block your IP address lands in could be a factor in the amount of port
scans or potential attacks you will receive, but this has nothing to do with
the security of the ISP.  

I think all the differences between DSL/cable have already been covered in
this thread.

Was it NetZero that said why pay more for the same internet?  Cable/DSL,
it's all the same internet.
