C; Security people don't explain the risks in a language (business
terms) they understand.

  Many security people (heck, I include myself) come from a technical
background, and so naturally tend toward technical explanations.  Some
bosses are either technically savvy or in awe of technology, and so 
this can sometimes work.
  But in general, you can safely assume that your boss understands two
things:

1.  It will cost/save/reap $XXX.

2.  YOU could go to jail.

  Some additional things may work with some bosses, but these two are
the ones that are most universal.
