Nick,I'd also cast my vote for DBAN. Another option is to boot a Linux LiveCD and run `shred` on /dev/sda (or whatever your disk would be). Though this may not "strictly" meet your DOD requirement. See the man page for more information.
I would highly recommend avoiding any paid products as there are free utilities that do exactly the same thing at no cost. In any case, you at least have DBAN.
