I like the idea!!
It would be great to have such a security portal, providing the topics
you mentioned.
The following topics would fit in there, too:
* System hardening
* Trusted OSes (SELinux, TrustedBSD)
* Penetration testing
* fuzzing
* defensive programming
* tools (stack guard, ...)
* ids
