Here's my command:

nmap -O -iL Identify.txt --fuzzy --osscan-guess Results.txt

does adding -v shed any light on the subject?

Are you sure the format of Identify is correct?

Your output file will likely not work either, as you've neither redirected stdout to that file, nor have you specified an output command line option ( -oN/-oX/-oS/-oG <file> , according to my manpage).
