The ''problem'' is already addressed in The teTeX Instalation and Maintenance Guide. Chapter 3.2 gives some ways to avoid having a writable ls-R file. For example, if you are paranoid and have lots of disk space, you can generate necessary files using allcm, allce or allneded utility.
