I have to disagree in the sense that we should distinguish between 
conference proceedings and peer-reviewed journals.  I think you're very 
much correct about proceedings and what's happening, but I think we can't 
say as much about the journals.  Though, to support your statements, one 
should look at this little shared bit of logic:

There's many institutions the Internet is going to destroy. Of all of
them, perhaps Academia is going the quietest. Every time someone posts
about the "Proceedings" of something, or a "peer reviewed journal" or
posts a bibliography of a paper-bound book, it's like hearing the
rasping sighs of the last dieing brontosaurus.
