I'd echo CMU's findings.  We began accounting for traffic for our
Resnet in 2000, followed by public networks (wireless/wired) shortly
afterwards.

It makes a huge difference in behavior-- yet respects privacy, supports
discovery and individual responsibility, provides feedback, and, is objective.
Also important, you are still in the role of a common carrier.

On the downside.  Its mostly build your own.  It may inhibit new
innovative uses.
