We only block it for one use case - public kiosks. Anyone or anything else can still access it if they wanted to.

We have some kiosks scattered around campus. Big 30-40in touch screens in plain view that people can use to get campus 
info or directions to other campus locations. Not even a full week after they were deployed we got a frantic call that 
there was an adult video playing full screen in the cafeteria during lunch time. We've been assured that the browser is 
inaccessible on those now, but we still block it for the kiosks through the URL filter in our Palo Altos just in case. 
It's not perfect though, a Google image search, or reddit/imgur can still get you to at least pictures.
