We have about 4% of our 1600 users who are using a combination of Duo and Feitian hardware tokens. Only five of those appear to be related to COVID/remote work based on the timing of the token assignment. We've also provided 30 hard tokens to our third party helpdesk provider so that their staff have access to applications that require MFA. They are not included in the 4% number above. I've always told our users that we're happy to provide them a token if they are unwilling or unable to use their personal smart phone, but that they will almost certainly find the process is faster and easier when using a smartphone with push enabled. Anyone that's used both would probably agree. Good luck with your roll-out!
