At http://ipindex.dragonstar.net/index.html is an index of IP address
(hence the name -- ipindex) blocks. From this, you can construct a list of
which country a particular address is probably routed to or through.

One of my clients did this to determine what level of "adult" content they
could deliver. They haven't had any legal complaints -- yet :)
