Traffic signals were high tech at one point and the first thing we did
with them was manage peoples behavior.  If you think about it for a
minute and open your mind a little, managing peoples behavior is one of
the main implementations of technology.  Notice that I didn't say
purpose but implementation.

Technology should not be used to manage people's behavior.
