You can whitelist by regexp, like so:

# nanog
headers -case '^(To|From|Sender).*[^0-9a-z]nanog.*@([^\.]|$)' accept

Now, as far as spam on the lists go, now you'd have to use a second stage
of spam prevention such as spambouncer (procmail) or spam assassian.
