Or you can just scrap the cisco junk and use a sonicwall. It will allow you to setup NAT and use the pub address as you described. Or if you choose not to use NAT you can setup the sonicwall with a 1.x.x.x address and define your other 1.x.x.x addresses on the internal side and then you wont have to define any 1:1 translations.
