Those don't spread as fast.  You get the email, you delete the file,
you're off the net and reinstalling.

With the jdbmgr.exe hoax (which, BTW, is old news, please Google before
posting people) you delete the file, everything you're likely to do for
the next few minutes works, and you forward the email to your friends.

It's kinda like how Ebola is close to the top end of lethality for a
virus that can spread well; any more lethal, and people wouldn't live
long enough to pass it on.  Of course, IANAI.  (I Am Not An
Immunologist.)
