Very true, but terrorist is based on fear. The fear that would be
created by a successful dirty bomb attack would be huge. Just look at
the fear created about the Anthrax situation, around 10 people died and
the whole country was freaked out for a long time.

Fear is the base of terrorism...almost as much as the body count, if not
more. A dirty bomb would does a huge amount of fear in both the public
and in the ability of the government to stop future attacks.
