Kerry voted AGAINST the body armor.  So the answer in his case is
definitively 'No'.

As I said - King George II owed Cheney a big bone to toss 
Halliburton's way.  He didn't owe the DoD anything except 
maybe the years of his National Guard commitment.

(Question of the day - if George had actually seen service, 
would body armor be more common?  If Kerry had been allowed 
to win, would the fact that he
*did* get his butt shot at have meant he'd make sure that 
every soldier he sent was properly equipt?)
