they were arrested for a "wish" to attack...
therefore fbi arrested people that were wishing to make an act against the 
law
therefore be careful to tell anybody your wishes.... unless you're sure 
they're not against the law...
you may be arrested...

Well, the article _does_ say, in the second paragraph:

"The suspects had "aspirations" but "no means" to attack the
