How can a closed, for-pay system be an "answer to" a wide-open
system that still works perfectly well?
A) it's more accurate, and

As far as I can see, a system that won't tell me where I am at all is
far less accurate, in practice, than a system that can tell me where I
am to within a dozen metres.

B) if Bush decides that open access helps the "turists" then they'll
close it, and we'll be left without a GPS unless we make our own.

For what values of "we"?  Certainly not any including me.  If you mean
"Europeans", well, do you really expect all, or even approximately all,
Europeans to buy into this silly closed-for-pay paradigm?  I don't.
