Hmm, yes.  I was too elliptical.

For what values of "we"/"us"/etc does this (closed) European system
give "us" "our" own GPS-alike?
As far as I can tell, it is not "closed" in the sense that only authorised 
people can use it, but rather that equipment providers must register with the 
EU in order to build and sell devices.

Not any including me.
As long as you can get your little paws on a device, you're in!
