I guess..

a. If voip vendor(s) consistently get performance related complains
(dropping priority on voip related packets) from certain ISP customers,
these events can be documented, not sure if it will prove anything.

b. whistle blower :-)

I am assuming that even if the bill doesnt pass, monopolistic
practices would still be illegal, of course getting your hands on
their logs/config files might be a bit hard.
