Is that an exact quote? If so, it would seem that its commented out. Typically there shouldn't be anything in your hosts file - except those things not found in DNS and which you want to reach by name. As for the switch user functionality, when was the last time you rebooted? Finally, there is a little known restore tool that you can use from your install CD which will restore all system files back to their originals (you'll need to google about XP system restore).
