You need to be *really* sure of your C&C to do that.

Otherwise, 10 separate 100K botnets are a better bet.  Also, makes it
easier to partition if a customer doesnt want/need the whole shebang.

On the other hand, 1m+ botnets have been spotted before (was this the
same guy reclaiming his botnet, or is this months[old news, I wonder?)
