Like all testing, you do staged, gradual deployments.  They did test
systems, but they apparently tested the systems exclusively.  For
example, they tested the luggage system, but did they test the simple
issue of employees finding parking? 

I would have perhaps advised them to have had a week of light public
use, broadly known as "the first week to get the kinks out" and then
gone to a full-scale deployment. Everyone would have understood and been
fine with this.  Instead, apparently, they went to a full-blown
implementation day one.   

I will make one comment -- there seems to be a dearth of best-practice
sharing in the airport terminal business.  Having done a fair amount of
travel in my life, I see many airports incorporate their own designs.
OTH, Tampa International, one of the best airports in the world, has had
a highly successful format for almost 40 years.  Yet I have not seen new
airports incorporate many of the design elements that TIA has (perhaps
there are reasons behind this, but I'm obviously not an aviation
terminal expert).  Whatever.
