All care, no responsibility is ICANN's problem.

It's (largely) a bunch of idealistic dinosaurs who have not realized 
that making an open network readily available to all-comers results in 
much the same thing as making an open trench drainage system readily to 
all-comers -- a rapidly degenerating sewer...

These are the same folk who gave us the, ahem, "benefits" of domain 
tasting, but a change like this new suggestion won't be as trivially 
backed out of.  In fact, this kind of change almost certainly could not 
be backed out of (at least, it's not possible to imagine ICANN ever 
growing the balls to admit what a fuck-up they were when they decided 
to do it), so one would _hope_ they give it a tad more, and 
significantly more considered, thought _with specific attention to the 
obviously legion BAD THINGS that it would open up_, than they have 
given their recent "innovations"...
