WikiLeaks and metadata (or who is Mike Kogut?)

Hi, WikiLeaks has just published an internal FBI document entitled "Electronic Surveillance Needs for Carrier-Grade Voice over Packet Service". It's a PDF file which can be downloaded on this Web page: http://wikileaks.org/wiki/FBI_-_Electronic_Surveillance_Needs_for_Carrier-Gr ade_Voice_over_Packet_Service According to the document properties for the file, "Mike Kogut" is the author of the document (See the attached screen shot). So who is Mike Kogut? The actual author of the document, a leaker, someone who works for Wikileaks, or someone else altogether?
