Back in that day, the *vast* majority of the *many* militias (which ended
up being a large fraction of the American forces in the Revolutionary War)
was comprised of units assembled at the state/county/township level.

There was *every* intent that if the newly created Federal government got
*too* far out of line, that (for example) Massachusets could tell them to
get stuffed.

In fact, that's basically what happened at Fort Sumter.
