Professional lying whores-for-hire like Michael McConnell, Richard
Clarke, and Michael Hayden will continue to bang the OMG!CYBERWAR! drum.
Ignorant, stupid, credulous reporters will dutifully transcribe their
bleatings and equally ignorant, stupid and credulous politicians will
attempt to legislate based on them.  The end result will be (a) enormous
personal and corporate profits for the pigs at the trough and (b) much
less security and privacy for everyone.
