They almost never resign if they are in the middle of the green card application process -- the visa issues make it close to impossible. This makes them much cheaper in total.
While that may have been true in the past, the "American Competitiveness in the 21st Century Act", in immigration circles generally called AC21, allows job changes in the middle of the greencard application process. And from my observation, people make use of it.
