The scarcity of the resources Bruce mentions are an artifact of the particular multiple access technologies used, and given that the standards were set by entities with the "scarcity" model of telecommunications, it is not surprising that these may represent practical limitations in existing systems. They are not, however, fundamental resource and could be erased by smarter technology, were this permissible given the lobbying, political and legal environment.
