Half the spam I get is from throw away AOL, netzero, earthlink, etc. accounts. Spend $10 for a new ISP account, sent 10,000 emails with MY return address which is valid and on whitelists. Do it on a long weekend and get 30k out before you get stopped.
Of course my typical answer here is "those ISP's need to be responsible". Quite honestly the simple fix is to firewall all outbound port 25 connections from non-static IP assignments, and force them to use specific SMTP servers. It's possible then to have mail servers "detect" incoming spam from customers through their mail server farms by counting a number of messages in a given period of time, then take action. These "throw away accounts" you claim are usually simple residential products in which 99% of all customers don't send over 1000 messages within ten minutes.
