Just another opportunity to grab some funding. The two major events at our local facility the past year have been the result of drivers taking out major power poles on the street adjacent to the facility. One even ended up in the parking lot. UPS/gen sets worked as planned so little impact on customers but sure made it interesting for the staff. Beavis and Butthead are much more likely to cause mayhem than Osama or Mohamed. 9-11 proved that human engineering is much more effective than any technology. Just my 2ยข worth.
