Clue is generally available in exchange of money. However it requires a 
seed of foresight or clue to hire more in. Or a business neccessity and 
a strike of luck. Clue only pays in the long run, so todays 
quarter-capitalism does not promote clue.

So we need to make it expensive to avoid clue.
