To the best of my knowledge, any RIR is free to allocate or assign any space it administers according to the policies
set by that RIRs policy development process.

If you feel that legacy resources returned to ARIN should be fed back to IANA, you are welcome to submit an
appropriate policy to the ARIN policy development process in order to encourage such an action. Absent such
a policy, I think your odds of achieving what you consider natural and fair are limited.

I think that what is considered natural and fair by some is not considered so by others.
