I have, after a little trouble, been able to install MS VC++ Express on a Window machine, and I tested this out. Like using tcflush() on UNIX, I noticed a (good) difference. I'm going to test it a little more and become more familiar with VC++. As long as everything is still running smoothly, I'm considering merging this to /nmap later tonight or tomorrow.
