This is definitely not a dumb question. It seems to be an oversight.  
I am not exactly sure why but none of the 21ALPHA versions of nmap  
have the scripts with them. A quick fix would be to grab http:// 
insecure.org/nmap/dist/nmap-4.20ALPHA4.tgz extract it and copy the  
scripts/ directory to the directory where you extracted the win32 zip.
In the next release we'll make sure they're included :)

        Sounds fair to me.  I actually just pulled down the un-compiled
4.21ALPHA4 build and copied over the scripts directory.  It looks like
I'm off to the races for learning another scripting language.
