Nmap doesn't work on Vista Ultimate Edition

This is the error I'm getting on Vista Ultimate Edition when I try to scan a remote host with nmap. The error is old 
and I see that it still hasn't been solved. I have a friend that has the same problem. We both have UAC OFF.

Does anyone have any idea on how to get around this issue until the developers of nmap create a bugless version?
