These are all very good points. I investigated this[1] earlier in the year and noticed some barriers. I never got any reply to that mail (which was understandable), but hopefully your thread will spark some more discussion on this. If I have time, I may dive into some more research on this.
Currently, Linux kernel is the only one to support IP_HDRINCL for IPv6 (AFAIK).
