Depends since my doctor 's office is hooked into the hospital's IT network
so my information is actually in three buildings but one network so it can
be voluntary and other times it is not volunteer

(sorry for my spelling just got out of work and trying to let my mouth moist
up since I talked so much tonight.)

Well my insurer is covered by HIPAA, so one could expect that the single

I'm not that one.

Hmm.

Aren't these outside IT providers of online health records NOT covered
by HIPAA?

I read that somewhere when google was considering getting in the health
records gig.

Since the service is "voluntary" - no HIPAA applies?

    Thanks Steve-

Are you speaking as the voice of experience? I can appreciate the
improvement that multi-factor auth brings to openID and that seems
    like a good option.

    Cheers,

I would recommend open Id but rather than rely on a username and
password, assign a Verisign VIP token to the PIP verisign openID
service, its the same token that you can use on ebay and paypal.
