You could possibly do something with the TI Chronos watch. The dev kit is reasonably priced, especially when they do their periodic deals. I got mine, including shipping to the UK, for $25. http://processors.wiki.ti.com/index.php/EZ430-Chronos I'm not sure about range though, you might need to check signal strength rather than just presence. If I can find where mine is I'll have a play.
