I had a similar problem.  Replace your file (make a copy first) with this
file located at the URL below:    

http://www.mysql.com/Downloads/Win32/winmysqladmin-3.23.36.zip


The WinMySQLadmin program included w/ the latest release of MySQL only works
on >= Win2K computers (it may also work on Win9x).

When I start winmysqladmin.exe after the installation of mysql on my Windows
NT workstation sp6, I get an error as follows,
  - Entry Point not found.
  The procedure entry point CreateToolhelp32Snapshot 
  could not be located in the dynamic library 
  KERNEL32.DLL.

Please help.
