Nap Runtime Policy

Somewhere between 2.9.6.2 and 2.9.8.0 was introduced the Nap runtime 
policy.  So, alongside get and set IpsRuntimePolicy there are get and 
set NapRuntimePolicy.  Documentation is extremely sparse as to what 
"Nap" is (I couldn't even find what it stands for).

Could someone explain the difference or list what Nap policy is?
