Versioned rulesets and release schedule

I am the maintainer of the Snort packages for OpenWrt. I have two questions which follow from my work packaging Snort. First, does the Snort team provide a versioned tarball of the community rules available at: https://www.snort.org/downloads/community/snort3-community-rules.tar.gz ? The trouble with the unversioned tarball is that it seems to change over time. This causes a problem because an OpenWrt package specification contains both the URL of a resource and its hash. My build breaks when the team updates snort3-community-rules.tar.gz due to the package hash becoming invalid. I think other Linux distributions work this way. I could leave the rules out of the package, but that leaves a follow-on step for users who install the Snort package on OpenWrt. Second, has the Snort team published a timeline for the final 3.0.0 release? The team has clearly done a huge amount of work on the Snort 3 source tree. As a packager, I am interested in projecting when we will see a stable release. The last time I have seen this discussed was on the Snort mailing list in 2016 ("snort++ (ver. 3) roadmap/release date," April 15, 2016.
